Licensing on The Village

The Village Association board met recently to discuss the Ladybird Licence application and also the late night event at The Arc on the night of the 16/17 July.
Our understanding of the Ladybird application is that it is to undergo refurbishment work of the existing trading area, install new doors to the patio area, and improve the patio/outside drinking area. There is no planned alteration to the licensed hours, which Marston’s do not fully use anyway (other than Christmas and New Year’s Eve) and according to the manager they do not intend to alter the current opening hours.
In these circumstances and given the location of The Ladybird, The Village Association does not intent to make any representations on the Marston’s application.
The VA also discussed the events of the night of 16/17 July when the Arc held an event until 1 am and shares the concerns of a number of residents about the impact to the estate of late night events held in the centre of the residential part of the estate. In particular, events with planned finishing times beyond 11 pm attract a large number of young adults to what is a largely residential area with the consequent problems of large groups failing to disperse promptly or quietly, large number of vehicle movements and the generation of some anti-social and illegal activities evidenced by The Village wardens report to the VA in the aftermath of the event.
Furthermore, the VA has noted that such events may breach the user clause in the lease of the Arc, notwithstanding that the events may be covered by the existing license.
It is almost 4 months since the VA board met trustees of CBCT at the mediation and since then the VA board has been trying (unsuccessfully) to arrange a further meeting with the trustees of CBCT, to discuss the transfer of the CBCT lease to the Parish Council so the long overdue refurbishment of the playground can take place. The concerns of residents about the late night events at the Arc will be raised at that meeting as and when the trustees agree a day and time.
The directors will draw the attention of CBCT to this breach of the lease covenant, and will draw it to the attention of the licensing authority, Tandridge District Council.
